When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

In Florida it's the type of insurance you carry which restricts how much you can drive the vehicle, not your antique plate. There is a horseless carry plate available to certain vehicles which may restrict driving.
