When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

Must own another vehicle that is insured for every day use.
Cannot be driven to school or work.
