Most of the inexpensive 12V compressors have a duty cycle in the fine print, 20% is typical. If you run it from 0 to 150 it will take a long time, and exceed the duty cycle, frying it. A decent 12V compressor that actually will reach 150 (or even 100) with a reasonable duty cycle is going to cost $200 or more. You can buy a 110V compressor much cheaper, that will work much better.
Don't know about other states, but in California, compressed air for tires at a service station is free, by state law.
