This is true.
not true at all. A given tire size with a given load range can have a different load capacity rating. they will generally be pretty close but can vary.
And of course if does change if the tire is used as a dually vs. single axle. tires capable of dually use will have both ratings.
Last time I was truck tire shopping and also my performance car tire shopping for the same tire size and load range the actual carrying capacity varied between tires, sometimes even in the same brand. Granted the difference was small, usually one number of the rating, e.g. 104 vs. 105 but it did vary.
Now for all usual practical purposes, if you know the size and LR you want, you usually don't need to worry about the load capacity number, it isn't going to be enough different to affect anything.
