TW is going to change as you add options to the TT.
My dry posted TW is 500# and i sit at 750# with an empty TT.
Loaded for a trip, depending how i pack, i can be 900#.
I would use a TW scale to get real TW if you have not done that already. My TW is different every time i load up for a trip. I bought a Sherline scale to weigh it.
The axle position on the 1685 is designed like my TT, the axle sits rearward of center making the 1685 a VG towing trailer but the hitch weight can sneak up on you depending on how you load things each time.
Regarding payload, you are correct, if you load items in the trucks bed, you have to keep heavy items in front of the rear axle otherwise, the weight of those items, rearward of the rear axle, get calculated into the hitch weight.
