The GVWR is ONLY going to impact the fees you pay at the DMV in California. The class license needed depends on the number of axles and the GCWR. Over 29,0001 lbs. GCWR vehicle and you need a commercial driver's license regardless of the weight of the trailer you are actually towing.
In California all pickups have to get commercial plates and pay the extra fees regardless of how they are used and regardless of the GVWR. Even a mini-truck owner takes a hit.
