Why did the front plug/connection come into being on TCs?

Why did the front plug/connection come into being on TCs? I don't disagree that I'd prefer a bumper connection if the connector came out there. So, why does the connection come out the front on ...

Your trailer is already plugged into the rear connector, so you need to add a second one anyway. Might as well make the run shorter.
