US diesel fuel has a relatively low Cetane rating, developed in the days of the vast majority of diesel vehicles were class 8 truck engines of large displacement running low rpm. In europe where smaller diesels are common even in large trucks the minimum Cetane rating is higher, which results in a faster burn rate allowing for a higher RPM. US min cetane rating is 40, current EU min cetane rating is 46 and diesel with cetane rating of 60 is available.
That higher Cetane rating is what Audi ran in there diesel cars competing at LeMans.
With the cetane rating of 40, yes max efficiency is at a lower RPM and Max useable RPM is also lower.
