Why does my water pump cycle every20 minutes??

1998 Palomino Bronco............ Hot Water heater is turned off, but is open to the water supply. No leaks anywhere, no water escaping......Camper has no Grey Water tank. Surflo pump cycles f...

It doesn't have to be a water leak to cycle. An air leak will cause the same symptoms. I once had a cycling problem and touched the pressure relief tab on the water heater and it stopped.
