There are some possibilities for his thinking.
Every TT I have purchased new, did not have the tires balanced. I could tell no difference. When I was young and broke, a tire shop suggested that I could save a few dollars by only having the fronts on my truck balance. H said that the rears , being a solid axle really did not need it. I did as he suggested, and it worked just fine.
So your tire man may think that nobody can really tell the difference, being that our TTs have solid axles.
Then there is the fact that axle drums are usually not balanced.. Debate is fierce on how much difference this makes, but it should matter IMO.
It is a fact that many trailer rims are lug centric. And even if they are hub centric, the hub or outside of the drum on most axles is not machined to be the true center. They are rough cast. So trailer tires are centered by the lugs in most if not all cases.
At any rate, when I have a new TT with unbalanced tires, I don't sweat it.
When I buy my LTs for it, I always at the last minute, say I want free balancing, or its no deal. They usually do it agreeably. Sometimes they throw a fit, but do it. Once they let me drive away. I got about a mile, and my phone rang. It seems that they wanted my 1400.00 after all:B
