In the global market, small diesels don't usually have exhaust brakes, even where 2.4 to 3.0 engines are used to haul 20 ton loads. But ratings are usually lower than what Ram is advertising, and North American truck uses and driving styles tend to be different, particularly speeds. Exhaust brake or not would be a moot point if one was not offered. More recent technology brings the turbocharger into the braking process, putting a throttle in the exhaust of older pickup truck diesel engines was a sort of band-aid approach to dealing with the lack of intake stroke braking in throttle-less engines.
