What makes new windshield wiper blades chatter on a clean windshield?

Mine drove me crazy, even new wipers chattered with light rain. The blades wouldn't roll over when changing direction. I ended up tweaking the angle of the arm and it solved the problem. two adjustable wrenches and twist just a little. Don't need much.
