You are going to have to find the wire coming from the fuse that controls this circuit. Then trace it to the area where the wire goes into the foam. This circuit is wired as three or four circuits are joined together at one point before going to each individual light.
Since you were not able to trace the circuit from the light you are going to have to trace it from the power source. A circuit tracer would help you as you would be able to trace the wires through the foam. But not necessary I think you will find it. Are you sure you do not have 12v at the light/fan plug?
