Max uses a Gentle Leader when we go out (very similar to the Halti)....it is in no way a muzzle. He can open his mouth fully while wearing it, unless he's pulling on his leash. I could adjust it to be a muzzle, but when adjusted properly, it doesn't restrain the jaw at all.
