If those coordinates are correct, Dave is right, it's on the reservation in California and I don't think they allow camping. There are plenty of Boondocking areas around Lake Havasu City on the Arizona side of the river. You need to make sure it's BLM and not State Trust land otherwise you will need a permit from the state of Arizona. The state never enforced the permit until last year when they started asking campers to leave if they didn't have a permit.
Anyone planning on getting off the pavement in AZ should get a permit. That way you don't have to worry about it and it's only $20. See AZ Recreation Permit Form.. You have to get it via snail mail but they do a quick turnaround.
