All you need is a passport so you can show when coming back into the US and Mexico insurance. You don't need any of the other items. Thousands of Arizonians go monthly and that is all we need.

Even in the free zones you are supposed to get an FMM if you're going to be there over 72 hours. I know a lot of people in the free zone don't, but that doesn't make it legal.

A lot of US fishermen in Bahia Kino found that out the hard way when the officials started checking for fishing licenses. The first step in getting a fishing license is to show your FMM! They had to go all the way back to the border and get the FMM first so they could apply for a fishing license.

PP is in the free zone. We never get an FFM to go there

Yes, you do have to stop at the border to get your FMM if you are staying longer than 72 hours or plan on going deeper into Mexico. Assuming you already have your signed and stamped FMM, stop at the gas station on the right at the Hwy 2 intersection and use their ATM to get peso' and maybe gas. Then it's a straight shot down to RP (allowing for a possible checkpoint).
