Moisheh -- Those Canadian rules seem to put a full time Canadian rver "between a rock and a hard place." 1) a full time rver at this time of year in Canada would have a hard time keeping warm in their RV for 14 continuous days and where would they park with everything shut down and even worse if they had no family to depend on in their province.
2) Let us say that the rver left Canada sometime in November 2019 and has been traveling around in Central America, Mexico, and US. Then they cross over to the US, finds out about the new Canadian rules, and decides to hunker down in a few rural US states with warmer weather than in their Canadian province and the rural population has no problems with it; the rvers can even shop for their own groceries and pump their gas. Why would you immediately return to Canada under those rules?
Yes, there may be a problem with Canada (but not the US) and the old seven-month rule regarding being out of country for more than seven months. The Canadian rver would have to watch that date very carefully.
