I don't see it as a problem. If you set up your gps while parked, no one is going to know you are looking at the screen while driving.
Here in Nuevo Leon, just like in Texas, driving and talking on a cell phone are illegal. I've been in the RGV recently and cellphones, Iphones and driving seem to be the norm as well as in Monterrey. Drives me nuts but I can't do two things at the same time anyway.
I wouldn't worry about it.
