briansue, when looking at studies or scientific surveys you have to compare "apples to apples." The October 10th data only included Latin America and the Caribbean. Also, look at the criteria used based on that culture for defining "bribery." Some Latin American and Caribbean cultures like to define it as gifts for extraordinary service. When we did not have our guide and driver with us on Fathers Day last June in Cuba, we made a few "gifts" to doormen and waiters to get extraordinary service for taxis, food, and wine, particularly when a bottle of Chilean wine magically appeared which before was unavailable.
