Answer: Yes some are right out of town. Others are further away both north and south along Hwy 95.
When does it start getting pretty full?
Answer: January thru February are the busiest times for Quartzsite

I drove by Hi Jolly & Plomosa Road (north of I 10 on AZ 95) a week ago and both were pretty much empty. As to when they fill, it is gradual until January, when the masses arrive for the Gem & Mineral show & the Big Tent show. Everything gets packed for the month, then they all go away...
