If no one answers about current conditions, call the Durango Chamber or Tourist office. We were going to go that way early this summer but didn't. Last winter the road had massive rock slides that they were still trying to stabilize. The locals told us the road was only open one or two hours a day due to all of the slide work.
I don't know where you're headed after Ouray, but we were headed to Mt Rushmore so we went west from Durango to Cortez and up 141 to Grand Junction, Rifle, Gypsum, Steamboat Springs and up to Laramie. Down on 141 it was a two lane mountainous drive, but it was very nice.
