You are absolutely wrong. Officers read the briefing boards before they go on duty. A traffic officer writes most of their sites where accidents are occurring and they know that people are violating the vehicle law in that area. I have sat on intersections where accidents occur and cars were busting the red light faster than I could write cites. In this country I doubt management tells officers when and where to write a cite. No body ever told me where and when to write a cite. However, If I slept all day and did nothing management would know I wasn't doing my job. If drivers violate the traffic laws when an officer is present I am sure it happens a lot more when they aren't present.
I know of one speedtrap just west of Middletown, MD, where a officer makes his monthly quota very easily as it is a downgrade out to open country where there has never been an accident AFAIK. 35 mph way out to where it should be 45-55.
