Good that’s easy to figure out... their algorithm is wrong. There’s no sin in that. It happens. Needs more work and more input.
With all due respect, no, it is not wrong, it is intentionally skewed. It is not meant to be a definitive case count, it is a guide to who’s in a safer or riskier area.

I did pick hillsborough county new hamphsire since it’s where one poster is from. 222 cases per million. Should be pretty accurate as there’s 400000 residents. Then oxford courty Maine. They have 5 cases. 50000 residents so that’s 100 per million. I’m starting to think Vermont may destroy their fall tourist season based on bs info. Whether it’s intentional isn’t something I could guess.
