The age rule is meant to keep ugly RVs out. Send a photo of your RV and a photo of you plus anyone else staying with you. You may be able to get an OK from management to stay there. Be sure to explain you will be staying ther on Business.
There are a couple of state parks north in Carlsbad / Oceanside area
There are others further east (including casinos) if you can't locate anything.
