North Carolina Smokey Mountains, anywhere from the South Carolina border to the Kentucky Border, Pishga National Forest area, Asheville, Cherokee, Chimney Rock.
Anywhere in Kentucky and Tennessee, and Virginia following the Blue Ridge Parkway.
Northern states will have foliage change sooner than the Southern States. Even in Indiana, the Northern part of the state, foliage changes about 2 week apart between them.
When the change occurs is also dependent upon how cool it gets (when?) and how much rainfall there is. Cooler temps and less rain will cause the foliage to change sooner; warmer and wet will be later.
It's tricky finding the "peak" time.
