Federal Mask mandate

Didn't know there was a hierarchy of protests that needed to be completed in a specific order before you could be considered a valid protester. So what is the official ranking between starving children, homelessness and people being tortured? Seems kind of callous to not be able to protest about starving children if you haven't completed your protests about torture and homelessness.
