We often travel with eight and it comes up about half the time. I have found, in some cases, the rule is waived if the extra people are minor children, but rarely waived for adults.
The solution for those campgrounds is to book two spots side by side. Which is fine...after all, 8 people do use more resources than 2 or 3...
