We were there last year in the truck camper. We say quite a few other RV's parked up there. They have a lot of parking for campers. We came in from the East and the road was pretty steep. I don't know if you come from the West if it's an easier drive or not.
We will be in Black Hills in September so I did research re: Mt. Rushmore. Admission is free for everyone, BUT parking is $11, paid to the park concessionaire that runs the parking lot. I was a Park Ranger there in 1977 and I recall that there was a strong concessionaire presence even then, although parking was free at that time. Apparently the concession business has powerful lobbyists in D.C. as well.
The parking at Rushmore is run by the friends group all proceeds remain at the park.

You pay for parking there....was not cheap as I recall. I think it is an outside firm that runs it. What I do know is that some years back our son sold them all the gating and system technology.
