Without reservations we've stayed at these state parks: Beverly Beach, Bullards Beach, Carl Washburne, Fort Stevens, Harris Beach and Cape Blanco. However, we pulled in during morning hours not at 4-5pm and never on the weekends or holidays. Get there early in the week. There are plenty of forest service and county parks along with casinos and private parks and even some great boondocking spots inland a little. We've been along the coast from May to October at various times.
