the decision to not hire 300+ seasonal summer staff (compared to about 370 in previous years), and significant reductions in service levels for the 2020 summer season and beyond.

Likewise, the U.S. Forest Service, Bureau of Land Management, and the National Park Service hired fewer seasonal staff this summer due to COVID spacing requirements which have cut employee housing availability in half and the remaining beds have been prioritized for wildland firefighters.

True not all Oregon State Parks are open. Those that are are honoring reservations made before I believe March 22nd when they shutdown, and you can now get new reservations within 30 days of your stay. Many of the parks are reservations only, while some are allowing walk ups. You can check at this Link.

Yes, Western campgrounds are very full... Had to camp at a Best Western motel while enroute... Looks like more boondocking & dispersed camping for us... We are fulltime.....

But there are record numbers of campers out here. Finding campsites (in the NW) has never been more difficult. Most Forest Service campgrounds now take reservations and the COE insists you make reservations. Even if you show up and there are spaces available, you have to phone the reservation company. My old way of camping, just showing up and not planning ahead, is no longer an option. Takes the spontaneity out of it. OTOH, it's nice to see families out camping rather than cooped up in their houses for the summer.
