Security Guard or Security Monitor?

We had an intruder last night into our gated, secure resort park, Chula Vista near San Diego. A mid-20's female was found this morning by our neighbor's wife asleep in an outside chair. Quite startling. Security was called and two guards showed up to roust her.

In her possession was the handout we all get: the park map containing gate and restroom codes. She decided to run away from the guards and was not found after a search by local police.

Guards say they are banned by the resort's policy from detaining anyone trespassing. Lots of campers are very unhappy with this resort policy. She was just a homeless street urchin but what if she was a he and meant harm to the campers? Lots of elderly here. Security guards or Security monitors? You know the TV commercial.

Chula Vista needs to change their policy so the guards can detain and we campers need to call the police in the future as the guards are useless per current policy.
