How do I add friends to my friends list and people to my ignored list

How do I add friends to my friends list and people to my ignored list? I tried clicking  on the message envelope in the top right corner. Then I click on the little gear in the Inbox and select "Manage friends & ignored" I get a message that there are no friends in my friends list. If I click on "ignored" I get a message "You have no ignored users" But there doesn't seem to be a way to add and delete people from these lists. So how do we do it?
