Based upon the excellent ingenuity and unbounded generosity from member 2manytoyz, I now have a deck plate in the wet bay with an opening appropriate for a hose.
I have been concerned about how large the opening was, with the capability to allow all sorts of vermin; an eight inch deck plate is a welcome mat for opportunity.
After seeing 2manytoyz previous post here, I knew that it was a viable answer to the issue.
A few weeks later and the project is now completed. After removing the old deck plate I put an initial layer of butyl seal tape into the gap between the opening and the underlayment, and an additional layer overlapping that and covering the screw holes in the floor of the wet bay orifice:
I pilot-drilled new holes and used stainless screws (and dipped into Dicor lap sealant) for the new deck plate flange:
I keep a short "stinger" hose line attached to the city-water intake (I use Banjo fittings for all of my water connections).
The hose fits perfectly into the hose portion of the new deck plate:
The deck plate cover stores easily in the bay, and closes the hole while driving. The magnets still exert sufficient power to place the hose-port section securely on top as a storage position.

Public libraries frequently offer free 3D printing, and there are commercially available services on the net for any who would like to fabricate these for themselves.
