75 Speed Limit - How Fast

Never heard of right lane ROW, and I doubt it could be found in any handbook or list of regulations. If so, I would love to see it.
So I should "SLOW MIGHTILY" to let someone pass me? Even though "Traffic overtaking you has exactly ZERO RoW"? I don't think so. All that does is create a domino effect of slowing cars. Dumb idea.
Slowing way down, 55-mph or lower, in the right lane before you exit. Another dumb idea.
Two sets of tires in 250,000 miles!!?? I may need to see some proof before I'll buy into that one. :)
