One state says they give written warnings, other states say they don't bother, one state (NJ, I think) says that if a toll taker sees someone speeding thru a warning will be given. Yeah. That person better have a calibrated radar gun....yeah. I really don't think toll takers get any kind of radar gun qualification classes.
I think they have signs saying something like "45 mph max", but I have run thru at over 50, just keeping up with the traffic ahead of me...and no nothing from the EZPass people.

toll booths is 15mph. Even the estimate of an untrained civil employee might be accepted by a judge for a vehicle doing more than three times the limit. The express lanes are whatever the posted limit is on that section of highway (between 45mph and 65mph) and are a big time and fuel saver especially when towing.
