It's going to be tough to find someone to give you a 5er that's 2010 as they are probably worth $25,000.
It seems as though they would pay to put you in an apartment. Sorry to hear of your situation.

No they would put me in a home with other people living there also where I can be watched 24/7 and my fiance would have to go to court to prove that he can care for me but he would have to whatever social services says to do just to get the rights to care for me.

Maybe then the option of a 5th wheel is not right for you.
You chose not to tell us what state you are in but most states have subsidized housing programs for people who really need the help. It sounds like you really need the help so please avail yourself of it. If you do not use it someone else will who may no deserve it as much.
Sometimes Social Services does get it right
PS if you are married then the Social Services cannot make him prove his right to take care of you. You state he is your fiance so just get married.
