You basically have a big cement turd in the tank. Close tank and fill it with water. Get a cordless drill with one of those metal paint mixer blades. Shoot it down there and run it for 10-15 minutes. Don't take mixer out of soup while running, and if you do don't breath through your mouth!

Flush tank, rinse, repeat.
