What is this on my roof, and what's missing?

what is on the ceiling in this area? I would guess maybe a slapped together fix to plug a hole for a TV antenna?

There is nothing on the ceiling below. It is in the middle of the garage.

You can get them elsewhere, but that's what they're called.

Can you smell gas through it? I don't think it's the gas vent.
