Boat operators license is not required for non-Canadian residents unless it just changed since this past summer.
Regulations as mentioned above are specific to the province. Chances are the distance the thread starter wants, he/she/they will be fishing in New Brunswick, Quebec, or Ontario.

Boat operators license is federal ..... "license to operate under Canada Shipping Act" .... safety and boat registration is provincial. Poster is not bringing his own boat but wants to rent one .... that opens a big can of worms.
