Before replacing anything, you must establish voltage under load at the motor itself. Then and only then can you say that power is available for running. Keep in mind and for whatever reason (bad relay...etc) you can have voltage available to a unit, but disappears when the load is applied. Consequently, replacing it with a new unit does no good. Had that situation with a friend's slide, most recently (bad ignition relay). Have also seen it on old car headlights due to a bad ground return and a M Benz in this case.
