Often a fuse serves two components, especially one like a wiper pump that is rarely used and doesn't necessarily draw a lot of power. On my Monaco, they were pretty good about labeling everything in the main fuse bay, but over time I learned that there were a few fuses that did double duty. Your fuse can also be providing the trigger for a relay that is then powering your wipers, a large power draw item. Since the relay doesn't require a lot of amps, they can get away with a couple of items on the same fuse.
On my Diplomat, the power front visors (two of them) would blow the fuse if they were both used at the same time. It was a 5 amp that I eventually replaced with a 7.5 amp and solved the problem.
I'm sure there will be some naysayers, but I would bump that fuse to a 7.5 amp and see if you still have an issue. If you do, you might have a bad wiper motor or sprayer pump.
