Aim for a continuous load of 80%. That is 24 amps or 2880 watts, on a 30 amp service.
As voltage drops, the air conditioner will draw more and more amps.
Do some measuring. If the voltage is lower than 108 don't run the air conditioner. Consider adding an autoformer.
I hope you used deoxit on the wiring at the breaker.
