I wouldn't even consider that map. It has so many errors. IT doesn't even list New York. It lists New Jersey as left lane is only for turning, HUH????? How does anyone pass.
New York and New Jersey you must keep right unless passing. Use the link I posted it's more accurate and links to state statues. Although NY's link is dead, but the section of law is correct.
