The '97 F53 only has one flasher that handles both the directionals and the hazard lights. The functions for both are handled by the multi-function selector switch assembly located behind the steering wheel. A somewhat common failure mode is for the hazard lights to only work if the button is pressed and the directional arm is also switched to one side or the other. Another failure mode is for the cruise control to also stop working, and that indicates a blown fuse in the panel on the lower inside of the firewall near the driver sidewall. Lacking a driver's door, that fuse panel also requires some gymnastic contortions to access it.
