I believe your 2000 Discovery is a diesel pusher built on a Freightliner chassis. If this is true, look at the two brake light switches under the coach on the bottom of the brake treadle valve assembly. These switches are somewhat exposed to road spray, and can develop corrosion. Usually this corrosion will affect the operation of the cruse control but could cause the brake lights to come on with the right humidity, etc.
