You might check the storage place on Padden Parkway, it has plug ins for the RV's so you can keep the RV plugged in during storage. IT is off 205 to the west, on Padden Parkway, near the costco Vancouver. I used to store my RV there while I lived in Portland area.
IF outside, I would install a 12 volt solar panel, say 50 to 150 watts, solar controller, and make your own mounts with some 2" angle aluminum. You can buy a panel fairly cheap these days.
