How to remove fuses from under dash

Help! I don't know how to remove the fuses from the panel under the dash. Tge one I need to replace is a 15 amp.

They seem to be screwed in with a small metal disk and the cover over the fuse itself is rubber.

Does anyone know how to remove them?
