It is not what a country can manufacture, but what US suppliers want to buy from them.
30 years ago in Europe I bought metric, Chinese wrench/socket set in pretty big box.
Ratchets broke pretty fast and I welded 2 wrenches over the years, but in the same time I replaced tens of Craftsman tools.
Go to trailer tire place and Chinese tires will have the best recommendations.
