Problem is OP really did not indicate if he/she was going to full-time in an RV or move to a S&B while taking the RV for recreation. If full-time you both are spot on but entirely different if you are going to live in a S&B.
As noted earlier take a couple of trips to determine where the new home state should be located. We took 3 trips across the Northern part of the USA coast to coast and 2 across the South coast to coast. After narrowed down to AZ we took 3 trips and input from friends who were also traveling AZ looking before we found our new home. Also made charts of taxes, fees & weather to use in the finally decision. Weather was a biggy as we lived in California Snow Country, yes there was snow then (LOL), and was not going to live in SNOW at our new home S&B location. Also wanted to be able to leave from the house with the dirt bike & 4x4. More to look at than just RV registration & other RV fees. Consider Weather & Good luck!
