I made the move from California to Havasu 14 years ago. Haven't regretted it one bit. The car and RV license fees are about the same but no smog stuff in Havasu. The DMV was almost pleasant 14 years ago but now it's much busier and slower. If you are under 65 the drivers license will be good until your 65th birthday. For me that was 14 years for the $10 ($15 if you are under 50), at least that is what I paid then. Life is so much nicer here even if the fees were more it is still worth it.
One of the big deals for me was no more landscaping maintenance like mowing the lawn, serious weed issues, constant watering, and all the tools needed. Here you plant only a few native plants and the rest rocks and you're done. RV garages are almost standard on houses built in the last 15 years.
Like FIRE_UP said, there is always something going on in Havasu especially in the winter months. Summer takes some getting used to but it's no big deal.
